The Study On The Government Cooperation Mechanisms Of Zhongyuan Agglomeration

As the tendency of economic globalization and regional economic integration is increasingly strengthening, the construction of China's urban groups is developing quickly,and China's regional econmies are gradually stepping into the new intergratedstage.Henan Province, which has plenty of resources and large amount of population,plays an important role in the central part rising.Zhongyuan Agglomeration which concentrates most of advantage resources and population in Henan province ,and has strong economic strength and transportation advantage prominent,is the central region of Henan Province . Zhongyuan Agglomeration ,which undertakes industrial shift of the developed countries and China's eastern region and the resources output of China's western region ,will become an important growth pole of the domestic and foreign competition, the promotion of central China, the development of the central and western regions. Zhongyuan Agglomeration which surround zhengzhou city Henan Province has made rapid development and the economic strength is becoming stronger and stronger.The role of leading,driving and demonstrating to surrounding area is becoming increasing dominent.However, as Zhongyuan Agglomeration has just started, and the government has not set up the cooperation mechanisms, there are still a lot of questions need to be resolved.On the theoretical foundation of public management, public administration and economics , this paper deeply analyzes the situation of Zhongyuan Agglomeration and government cooperation, points out the problem of the Government cooperation mechanisms, and analyze the causes of the problem. Government is the main driving force of Zhongyuan Agglomeration, government must build an effective cooperative mechanisms so that Zhongyuan Agglomeration develops rapidly. Therefore, this paper considers that from the organization arrangement and institution-building of government we should take the corresponding measures to set up mechanism of government cooperation.This paper's research subject focus on the nine cities in central groups, and aimed in how we can establish an effective cooperation mechanism of Zhongyuan Agglomeration so as to achieve the result of the development of positive interaction and to promote the formation of integration of central-china group of cities. Specifically,this paper's content focus on the following parts in studying the cooperation mechanism of Zhongyuan Agglomeration.First, drawing on relevant theories of local government, based on the "economic man" of the basic assumptions,the author's propose is propelling the development of Zhongyuan Agglomeration in ways of the cooperation of the governments between regions.Second, carrying on a systematic collation and analysis on the development Potential of the government cooperations of Zhongyuan Agglomeration from the actual conditions of of Zhongyuan Agglomeration,function position of nine cities,the Cooperation and development history of government with its achievements.Third, based on the above studies, with the study of the status of Zhongyuan Agglomeration,analyse the reasons of the factors impacting on the process of Zhongyuan Agglomeration's government cooperations then proposed the suggestions in building the cooperation mechanism of government of Zhongyuan Agglomeration.
