The Improvement Of Chang-Zhu-Tan Urban Agglomerations' Governance Ability Research

Resolutions of the CPC Central Committee on Questions About Deepening Reform was reviewed and passed in the Third Plenary Session of the Eleventh Central Committee of the CPC. It's the first time that the strategy--improving the modernization of national governance system and ability --was raised in the document by the Central Committee of the CPC. The study in city group governance ability has certain value since it goes hand in hand with the governance ideals raised by Central Committee of the CPC. Nowadays, in order to turn our country into a comprehensive well-off society, the social transition is in full-swing and the reform is deepened further. In addition, urban agglomerations, which plays the role of the leader, the governor and the director, should place significant emphasis on governance ability.This article has 5 parts as follow. In the first part which is regarded as the introduction, I make notes on the background and significance of the study and review domestic and overseas scholars'archives in field. What's more, the summary of content and methodology is included in this part. In the second part, I define some concepts about city group governance ability and analyze some factors that will affect the improvement of urban agglomerations' governance. And the Theory of Development Pole, Central Place Theory, Inter-Government Relationship Theory, The Synergy Governance Theory and some other relevant theories which I used as basis are summarized and elaborated. I analyze comprehensively the situation of Chang-Zhu-Tan urban agglomerations'governance ability in the third part. This part starts with the insufficient behavior and then discuss the cause. In the fourth part, some advanced experience from Boswash's agglomerations, core cities in Tokyo megalopolis, Yangtze River delta agglomerations and Pearl River delta agglomerations, which have made considerable progress in improving governance ability, was presented, thus we could make reference to it. In the fifth part, I propose some approaches in which Chang-Zhu-Tan urban agglomerations'governance ability will be improved on the foundation listed above. These approaches include 5 sections: changing the idea, perfecting the relevant law, strengthening the establish of relevant mechanism, strengthening the establish of relevant organizations in the area, improving the qualities of public officials. The conclusion is in the end. There are the summary and basic views of the whole article. And I point out what kind of efforts we should focus on.
