To protect free and fair competition order, anti-monopoly law is one of the basic laws to modern market economy, and its essential function operates efficiently is depending on the law enforcement agencies. However, anti-monopoly law itself can not be the creation of a free and fair market environment, it can not be separated from the effective implementation of an independent, efficient and authoritative antitrust law enforcement agencies. Anti-monopoly law just adopts the Anti-Monopoly Committee and the State Council's anti-monopoly law enforcement agencies (double enforcement model) to fulfill anti-monopoly law, which does not stipulate clear anti-monopoly law enforcement agencies. In accordance with the existing design of the system, China's anti-monopoly law enforcement will maintain the existing status quo, but according to China's national conditions, anti-monopoly law enforcement agencies need to be independence, authority and be able to concentrate on their duties.
