This year is a special year for our nation as it is facing the first serious economic crisis since it has integrated into the world economic order.At the economic downturn,in the high unemployment environment,the research on the problems of occupational discrimination highlights more practical significance.Civil servant recruitment is the manifestation of public power operating in the society.And as a model for other industries because of its recruited work,the civil servant recruitment shall take up the responsibility to maintain the concept of justice and equality.There are various discriminations existing in the recruitment of civil servants in reality.However,the study on the issue of discrimination of civil servant recruitment for our nation mainly focus on gender discrimination,household discrimination, health discrimination,so it pays little attention to educational discrimination.The research on the problem of educational discrimination still dwells in the brief description of acts and there is almost no specialized research and feasible studies existing in this area.Comprehensive and in-depth study of the qualifications of the issue of educational background discrimination in the civil servants recruitment can expand the scope of the study of occupational discrimination and meanwhile,make a further study of discrimination in public power. Therefore,this paper,which has a certain theoretical and practical significance,selects educational background discrimination as its area and chooses the study of educational background discrimination in civil servants recruitment as its main subject.And expects to explore its performance,causes and consequences,with the view to find out a more perfect and reasonable countermeasures to prohibit the educational background discrimination.In the course of the study,this paper analyzes its subject with Literature Study Method, Comparative Study Method,and Statistical analysis Method,etc.Besides conclusion,there are six more chapters in this paper:Chapterâ… firstly introduces the subject to be discussed in this paper:in the severe employment situation of our nation,National authorities should prohibit and how to prohibit educational background discrimination.This paper analyzes the significance of the research on the issue of the educational background discrimination in civil servants recruitment from both its theoretical and practical aspects.Based on the analysis,this paper introduces the domestic and foreign scholars' study status of related issues about occupational discrimination. After that,this paper points out the inadequacy of existing research results that the lack of discrimination in academic research and many of the existing studies stay on the level of situation description.The author puts forward her own research ideas in the paper.Chapterâ…¡sets the standard of judging educational background discrimination.The author presents the occupational discrimination and the standard of judging occupational discrimination.Combined with the two principals of the Theory of Justice,this paper constructs the standard of judging educational background discrimination.This chapter's content prepares for the further study and analysis of the educational background discrimination problem existing in the civil service recruitment.Chapterâ…¢focuses on the status of the educational background discrimination in the civil service recruitment.With the actual cases cited and the use of data analysis and statistics, chapterâ…¢conducts a comprehensive and in-depth discussion of the three categories of the educational background discrimination.With the analysis of current situation of academic discrimination,this chapter summarizes the features of the educational background discrimination in civil service recruitment.Chapterâ…¥explores the cause of the educational background discrimination in civil service recruitment from the perspective of multidisciplinaries.The research is organized from the following four perspectives:1.from a sociological point of view,this chapter points out that the shackles of the traditional concept,the limitations of social prejudice,lack of education fair leading to the educational background discrimination;2.from an economic point of view,this chapter points out that the supply-demand and supply and demand matching,human capital investment income theory,statistical discrimination and asymmetric information determines the existence of educational background discrimination.3.from a legal point of view,this paper points out that missing in substantive law and the defect in procedure law causes the educational background discrimination;4.From the public administration point of view,this paper points out that the problems existing in the concept of talent and recruitment technology makes it possible the educational background discrimination to live in.Chapterâ…¤focuses on the analysis of the negative consequences of educational background discrimination in civil service recruitment and describes the vicious cycle of educational background discrimination through an analysis chart.The main negative consequences of educational background discrimination are:obstacle to achieve social justice, violation of civil rights,waste of the human resources,indirect effects of the substance of the fairness,non-conducive to social harmony and non-performing leading role to society.Chapterâ…£puts forward the idea of countermeasures about the prohibition of the educational background discrimination,that is to prevent and control the educational background discrimination from three dimensions as the concept,technology,protection of law.On the concept level,the national authorities should pay attention to the play of political wisdom,attaches importance to the impact of role models,and takes the lead in establishing a scientific concept of talent;on the technology level,the guiding ideology "post to match" should be adopted in civil servant recruitment and the post analysis should be done before setting the educational qualifications for recruitment;on the law level,academic discrimination should be prohibited from perspective of the substantive rules and procedure operations.The foreign nations' experiences of establishing relevant institutions or setting up special mechanisms should also be referenced.The innovation of this paper includes:1.introducing the educational background discrimination into the scope of occupational discrimination,which expands the scope of the study of occupational discrimination in our nation;2.analyzing the nation's educational background discrimination in the civil servant recruitment and the division of the broad category of educational background discrimination.With the existing theory of occupational discrimination at home and abroad and references to the rules of other types of discrimination, as well as to the specific circumstances of the practice,this paper constructs a standard of judging academic discrimination;3.From the perspective of multidisciplinaries such as sociology,economics,law,public administration,this paper analyzes the root causes of the educational background discrimination in our nation's civil servants recruitment,which expands the dimension and depth of the study on occupational discrimination.
