Over the years, civil servants in the national government departments have become a job that the public are eager to hunt because of its higher social status, income and a relatively favorable and stable working environment. Especially since China entered the transition period, more severe employment pressure has made the civil servants recruitment examination hotter in recent years. China’s civil servant examination system has been conducted in the spirit of openness, fairness and impartiality. Great progress has been made in the practice since its implementation and a large number of talented personnel have been provided for government agencies. Meanwhile, due to various social factors, some employment discrimination problems of great social concern have emerged in the recruiting process.It should be said, national government institutions, as state law and regulation makers and practitioners, should take the lead in prohibiting discrimination and ensure equal employment rights to all citizens when recruiting civil servants. However, the discrimination problem arising in recruiting civil servants for national government institutions in past years has intensified, which has a negative impact on the equality of workers’employment rights and enthusiasm, thus undermining social harmony and stability. In addition to civil servants enrollments for the central government institutions and their affiliated departments, local civil servants recruiting should be carried out according to the general announcement and admission brochure released by provincial departments and the online registration should be organized by local levels. The author has an in-depth discussion of this issue taking discrimination problems arising in the registration phase of recruiting civil servants for T city as a starting point.In writing this paper, theories and content related to civil service system is adopted. On the basis of the 2011-2015 national civil service recruiting pamphlets released by the province of city T, admission brochure of posts for T city government and collected relevant data of civil service system, comparative analysis and logical analysis have been used to analyze the discrimination problems arising in recruiting civil servants in city T. In conclusion, some proposals have been made to eliminate the discrimination problems in civil servants recruiting by using the method of theory and practice combination.The whole text is composed of six chapters. Chapter I is focused on the research on background, significance and situation both at home and abroad; Chapter II on relevant theories of civil servants recruitment, which explain relevant concepts of civil servants and its system and discrimination phenomenon, job evaluation method and theories of personnel quality model as well. Chapter III on the status quo of discrimination in the civil servant recruitment in city T, which illustrates the prevalence of the discrimination on the aspects of age, health, gender, and household registration; Chapter IV on the causes of discrimination arising in the civil servant recruitment on the aspects of social, historical and political roots and economic factors; Chapter V on approaches to eliminate the discriminations in the process of recruitment. Based on the roots of discrimination phenomenon, a further discussion is made in the essay to explore approaches to eliminate the discriminations arising in the process of recruitment on six aspects, namely, establishment of equality concept, improvement of anti-employment discrimination laws, analysis of scientific posts and posts entry limits, strict social supervision, improved the social security mechanism and labors’ enhanced awareness of rights and interests; Chapter VI Conclusion.
