A Research On Predicaments And Countermeasures Of The Comprehensive Law Enforcement In Urban Administration Under The Concept Of "Human-Orientation"

"Human-Orientation" , the core of the scientific concept of development, is one of the principles of constructing harmonious society. Chinese Premier Wen Jiabao definitely requires that we should take "Human-Orientation" as the administrative thought, and he also emphasizes this concept should be constantly put into practice. With the reform and opening up policy implemented in China since late 1970s, the urbanization has made rapid and significant progress while imposing increasing pressure upon the urban administration. In order to gear to the urban development, China has been questing for innovation of urban administration systems. In 1997, Xuanwu District, Beijing took the lead to carry out comprehensive law enforcement in urban administration, immediately followed by other cities all over China. From an objective point of view, the comprehensive law enforcement in urban administration plays a positive role in solution of many-headed law enforcements, reduction of the administration cost and improvement of urban appearance. However, the present comprehensive law enforcement in urban administration is confronted with many predicaments, its existing state is far from the preset object which is to "build up the authority and improve efficiency in administrative law enforcement" . So this innovative administration system is in urgent need of continuous exploration and effective measures.This thesis examines the predicaments and countermeasures of the comprehensive law enforcement in urban administration on the basis of the concept of "Human-Orientation" , consisting of the following five parts: the first part is exordium which introduces the background concerned; the second part first outlines the related theories on the comprehensive law enforcement in urban administration under the idea of "Human-Orientation" and then interprets such idea and its specific significance in the comprehensive law enforcement in urban administration; in the third part, the author states that the main phenomena of current comprehensive law enforcement in urban administration derived from the violation of the concept of "Human-Orientation" , which include frequent violence events, urban vulnerable groups being the major objects and the public's inadequate participation; the fourth part systematically analyzes the predicaments that comprehensive law enforcement in urban administration will face when it follows out "Human-Orientation" concept; the last part puts forward some concrete countermeasures to the said predicaments, including strengthening the construction of law enforcement subject, creating good social environment for the comprehensive law enforcement in urban administration, promoting and regulating the employment of vulnerable groups, improving related laws and regulations on the comprehensive enforcement, encouraging public participation and strengthening public supervision.
