Research On The Countermeasures Of Building A Service-oriented Y Port And Shipping Authority

At present, Y Port and Shipping Authority under the direct governance of Y municipal government is in charge of the administrative services of ports and shipping of Y city. Before 2004, Y Port and Shipping Authority was a unit combining government function and enterprise management, while in 2004, following the principles of “separating government functions from enterprise management” and “one port, one administration”, it was divided into the present Y Port and Shipping Authority and Y group, which are separately responsible for administrative service and management. At the same year of port management system reform, premier Wen Jiabao formally proposed "building service-oriented government". Based on the standard of service-oriented government and the public’s expectations, there is still room for Y Port to make improvement. So Y Port and Shipping Authority should promote the application of administrative service ideas and patterns so as to further advance the construction of service-oriented government, better adapt to and promote the transformation and upgrading of the industry as well as to advance the development of this industry, which are also the aims of this paper.This paper adopts literature research, in-depth interviews and field visits to conduct research. Based on administrative service theory, this paper puts forward 7 specific standards that a service-oriented government should meet – public-oriented, simplified form, cooperation and trust, standard behavior, fairness and justice, efficient operation and constant improvement. Secondly, this paper summarizes experiences Y Port and Shipping Authority has accumulated in exploring ways to build itself as a service-oriented government, pointing out the deficiencies in external interaction, horizontal cooperation, reform intensity, standardization degree, authority, service ability and response speed, and attributes these deficiencies to the four reasons including service concept, function orientation, service ability and methods. Finally, this paper puts forward four countermeasures such as setting up firm service concept, further transforming the functions of government, improving the service ability of government and providing innovative services. In addition, this paper subdivides each countermeasure into four specific solutions to form a complete system of countermeasures and suggestions eventually. The author hopes this paper can explore theoretical basis to build Y Port and Shipping Authority as a service-oriented government, and promote the administrative efficiency, integrity and service quality of government, to better improve the development of shipping industry of Y city and its economy, so as to benefit more people.
