The Anti-Drug Law of the People's Republic of China, hereinafter referred to as Anti-Drug Law, which was adopted at the 31st meeting of the Standing Committee of the Tenth National People's Congress of the People's Republic of China on December 29, 2007, has been effective since June 1, 2008.In this thesis, the author at first analyses some problems encountered in the practice and thinking of the enforcement of the Anti-Drug Law. The author discusses the problems in three main aspects, the first of which is about the problems in the implementation and retroactive effect of Anti-Drug Law. The second is about the problems in the coherence of the four models for drug rehabilitation regulated in Anti-Drug Law, which respectively are compulsory isolated drug rehabilitation, community drug rehabilitation, community rehabilitation and voluntary medical treatment. The third is about the problems of the protection of drug addicts'rights. The author illustrates and deeply analyses the performance modes of the problems in the above three aspects, especially the problems of protection of drug addicts'rights in the third part, and then provides the further advices.The author chooses to research on the propositions in the hope that the study is helpful to further the legalization, normalization and scientificalization of the work of anti-drug and drug- rehabilitation in China.
