Research On Public Relations Of The Administrative Information Disclosure In China

Administrative information disclosure has be a public focus of attention since SARS crisis appeared in 2003.The purpose of governments at all levels is to build a transparent and service governments which allow the public accessing administrative information timely and accurately.Since then, the provinces and municipalities have formulated the rules and regulations of ensuring information disclosure in succession so that the rapid development information publicly available. But "water pollution" incident of Song Hua River occurred in November of 2005 which inspired our introspection of administrative information disclosure system again. Under such a background, the thesis, according to the present implementing situation, probes into the steady and effective foundation of implementing system and the operating mechanism from public relations perspective. The thesis is made up of five parts.The first part: explanation of several concepts. It mainly expresses the concerned concepts of administration information and administrative information disclosure and research perspective, etc.The second part: the current situation of the administrative information disclosure. On the basis of concluding and summarizing the current openness system of administrative information, the part analyzes and appraises the current situation, and probes into the origin of problems.The third part: public relations dilemma of administrative information disclosure in China.The fourth part: public relations philosophy of administrative information disclosure in China.The fifth part: strengthening and improving the strategies of the administrative information disclosure thinking. According to the present constructing situation, the part designs the system from three directions—image strategy , the formal institution, and implementation mechanism, establishes and improves fundamental system of information disclosure system so as to accomplish the information opening completely and effectively.The thesis is a remark on the condition of Chinese administrative information disclosure. The most essential creativity is to research the current situation and development of information releasing mechanism by virtue of Public Relations theories. But the author's academics level is limited, Therefore, the details of the design strategy remains to be continued in-depth, and the whole conception is still needed to be checking and improving in practice.
