Applying the Scientific Outlook on Development takes development as essence.To some extent,cadre assessment system of the party decides not only the cadres' view on development and evaluating performances,but also the path,pattern and strategy of their development.Therefore,thorough and systematic studies of public servants' performances assessment method and setting up the method according to the Scientific Outlook on Development have important practical and theoretical significances in three aspects:evaluating public servants' moral and capable performances as well as working achievement,improving working efficiency of government and building the high-quality public service.The first part of this thesis makes a brief introduction of different performances assessment methods of Chinese ancient officials system,temporary public service system,foreign government employees system and other advanced performances assessment methods.On this basis,comparing to different historical and international experiences as well as making relevant theory and method as references,the thesis focuses on reasonably defining index system of public servants' performances assessment and proposing performances assessment method of public servants according to the Scientific Outlook on Development.Based on this method,the last part of the thesis analyzes the public servants' performances assessment method of Laoshan District government of Qingdao,pointing out disadvantages and making some suggestions of improvement.The study of this thesis would provide some theoretical basis and referential suggestions for studies of the public servants' performances assessment method.
