But we must clear a basic premise,our country is the people's democratic dictatorship of socialist state under the leader ship of Communist Party of China. We follow the " communist party manage cadres" principle, This is fundamentally different from Western countries, the separation of powers, the political neutrality of the capitalist system.. Therefore, we learn the experience of major developed countries of Western practices, we must have to make clear what is the distinction between the political neutrality of the measures, which is our "communist party manage cadres" goes against the principle of the measures. this is in clear on the basis of these two elements, the basic conditions for the premise of our country, fully effective from Western experiences and practices of developed countries,we hope on the basis of previous research breakthroughs, but also for improving our performance appraisal system for local government staff to explore a more practical measures to correct.In this paper, performance evaluation based on the theory advanced foreign experience in the Civil Service performance appraisal, Performance Appraisal of Civil Servants from the current situation and existing problems, analyzes the reasons for problems, with reference to the civil service examination system Lvyuan District, Changchun City and method, combined with the theory that the existence of problems and deficiencies, proposed changes. Finally perfect laws and regulations, attach importance to the application of assessment results, the subjective importance to the civil service and other aspects of performance appraisal Wenhua Improvement of Civil Service performance appraisal put forward some ideas, and proposes incentives combined with the Civil Service performance appraisal methods to improve the overall civil service quality of innovative ideas, and we wish to discuss, so as to promote China's civil service performance appraisal system construction.
