China is a vast developing country with large population, a number of cross-climatic zones and difficult terrain, frequent natural disasters. With the speeding up of economic and social development, reform and development of a number of issues have become increasingly prominent, and deep-rooted contradictions highlighted step by step. The progress of urbanization have been speeded up, with high population gathered, frequent personnel exchanges, and the susceptible population increased focus on social conflicts. All types of groups, public health and food safety incidents of production safety accidents also occur from time to time. Because of China's late start of the work of emergency management, there are still many shortcomings and weaknesses in emergency management system. The practice still have continued to be explored and improved. As a result, the Government need to establish and improve emergency management system. By assessing the emergency management system, the government improve emergency management systems to truly improve the government's emergency management capacity and the actual level.Through a number of analysis of domestic and international typical cases of the government emergency management, the paper sums up the refining emergency management experience. The paper takes a deep sight of the Government's present mergency management system and the reactions in the face of the emergency performance.Based on existing research and the advanced theory background for today's emergency management system of government, in particular China's actual situation, the Government put forward the framework of emergency management systems -organizational systems, plan management system, emergency operation system, emergency support -Four modules and 74 elements, which constitute all-round, multi-level system of assessment index system.At the same time, the paper introduces quantitative analysis tools based on the qualitative analysis. And use AHP and FAHP to ration the elements, to form a complete, relevant, comprehensive, operational independence and the evaluation index system, so that the assessment results to improve and enhance the guidance of Government's emergency management capability is of great significance and reference value.Finally, the paper chooses a county as an example to practise the emergency management system and prove the methods of analysis of empirical research.
