The Research Of China's Government Information Disclosure Under The View Of The Right Of Citizens To Know Information

In modern society,the right of citizens to know information is an essential component of basic human rights.The information disclosure which based on government is "the right also to the people",this is a specific measure to protect the citizens' rights of knowing information.The implementation of government information public is the realization of the inherent requirement of the right to known of citizen.The development of modern democratic politics is an inevitable requirement and it is consistent with the concept of sovereignty of the people.It has played an active role in effectively improve the efficiency of government administration and prevent corruption in the executive power.In recent years,China's government information disclosure has made some progress;however,there are still some problems in government information disclosure such as the breadth and depth of such issues as inadequate.In this paper,the writer analyses government information disclosure and the existing problems of the development process from the view of the protection of the right to known of citizens, and try to propose measures to solve the above problems.This article is divided into four parts:Chapter 1:Introduction,to introduce the research background,significance and the research present situation.Chapter 2:The research content of the right to known of citizen information and the development of China's government information disclosure.Including the definitions of related concepts and the significances of government information disclosure.Chapter 3:The writer analysis the development and present situation of the Chinese government information disclosure.The government information disclosure is a complex systems engineering and a long-term task.At present,problems of China's Government Information Disclosure are the breadth and depth of government information is not enough,the way information disclosure is not regulated,Government web sites do not update in time,and the interaction with the public is poor in the process of information disclosure.Chapter 4:The writer suggests to update the concept of citizens',awareness the right to foster a sense of civic,building e-government,improve the legal system,and make the NGO plays an active role in China's government information disclosure to improve the recommendations of the Government Information Disclosure.
