Study On Problems And Countermeasures Of Gansu Provincial Government Information Disclosure System

To enhance the disclosure of government information, increase transparency of government affairs and realize service-oriented government are main trend of modern world’s governmental action. The government information disclosure system owns a profound theoretical base, and its final purpose is to realize and protect the individual citizens’rights of information, participation and supervision. The annual report of government information disclosure is an important indicator of the system and a surveillance and guarantee measure which will realize the legislative aim of FOI Act. The thesis tries to make comparison and analysis quantitatively on government information disclosure, from another perspective reflects the implement of Disclosure of Government Information Regulation of PRC from the year of2009in Gansu Province. The direct object of government information disclosure is the social public, public satisfaction is straightforward assessment on the disclosure of government information and reflects its disadvantages. The thesis is based on Questionnaire of public satisfaction on Gansu Provincial Government Information Disclosure. The Questionnaire reflects a public overall recognition on the government information disclosure objectively; it is convenient to find out the problems and reasons when we do this work. To marry together with the validity of disclosure, explain its objective and subjective problems, and seeing what others are doing and learning from their successful experience, the thesis holds the opinion that we should base upon the unique characteristics of Gansu, and makes some targeted countermeasures and workable proposals for future progress.There are four chapters in this thesis, which includes the introduction and other three chapters. In the introduction, it briefly describes researching background and selection significance, reviews the present domestic and overseas research condition and explains its writing methods and innovation. The2nd Chapter, the thesis sketches some concepts and theories about the system, it definites concepts such as government information, government information disclosure and government affairs openness, and explains the existent theoretic base of the disclosure of government information system, specifically the theories of popular sovereignty, public participation and information asymmetry. The3rd Chapter, the thesis does some empirical research on current situation of Gansu provincial government information disclosure system, it explains the basic preparatory work, such as the situation of active disclosure and applied disclosure, disclosure channels and government relief about the system by studying on documents, conducting questionnaire investigation and participating in applying in person. Beginning from the service object of disclosure of government information, combing with the result of the investigation, the thesis tries to analyze the main problem of existence such as the public know less about it, both the public’s and the government’s opinions are sharply divided on scope of disclosure of government information, there are much differences in the opinion of active disclosure and public demand, the mean by which the public acquire information is still single and the legal channel on relief for public interest is still less, and so on. The4th Chapter, the thesis is closely integrated with the situation of Gansu provincial government information disclosure and learns what others are doing and their successful experience from their legislation and implement. Lastly, it gives some suggestions on perfecting the effecting system by ways of improving the understand of concepts, regulating the contents of disclosure, making the open channel more smoothly, increasing transparency of government affairs and strengthening the surveillance and guarantee measures.
