In modern society , technology is changing with each passing day. The development of electronic business has put forward many new requirements to the Consumers'Rights Protection Act of our country. How to effectively protect consumers'rights has become a highlighted subject of the world's juristic research,which will influence the development of electronic business. Whether safety right,as a basic right of consumers,can be effectively protected directly influences consumers'trust in electronic business. This article holds the idea that consumers'safety right in electronic business should have more contents,mainly including consumers'personal information safety right,dealing safety right,electronic payment safety right and quality and safety of goods right. E-commerce is a kind of new commercial system at the background of internet technology. Because of the globalization and virtual of the internet,consumer's personal information take security risk. And the opening of the internet put consumer's payment safety in danger. E-commerce break the space and time limitation of traditional commerce,participators of e-commerce stay in different places,therefore it appear a high risk of the loss of consumer's transaction security . Safety of good's quality lack of protection,consumer's safety rights tend to be damaged,but it is too difficult to obtain resort after argument.At present,China has no Consumer Protection Law specialized in E-commerce. The regions advanced in technology and economy like US,Japan and EU countries have established mature law systems to protect consumers'right in E-commerce. According to the background of our country and actuality of law in China,This article adopts ways of comparative research,case study of home and abroad,and draws six concludes to solve the problems in consumers'right in E-commerce. Firstly,in the aspect of protecting consumers'privacy right,specific requirements should be raised on the responsibilities borne by the electronic business dealers and Internet service. Secondly,in order to ensure consumers' payment safety,the suppliers'respective obligations between the financial organizations and dealers,responsibilities shared by the consumers, dealers and financial organizations when consumers' funds are infringed by embezzlement and disappearance should also be verified. Thirdly,build and improve the legal system which should be on all aspects of E-commerce system of strict regulation. Fourthly,to ensure the quality of goods,it should strengthen the obligations of the dealer. Fifthly,create and complete network dispute handling system to ensure consumer relief rights realize rationally. Lastly,the market access and accreditation system about the network operator of E-commerce should be strengthened to protect the consumer's rights.
