Since the 16th CPC National Congress, the Central Committee has set forth explicitly the strategic thought of building a socialist society. Resolve of the CPC Central Committee concerning some Major Issues in the Building of a Harmonious Society was adopted in the 6th session of 16th NPC, which marked the move in the building of a harmonious society in China from the ideological level to the level of institutional development. And it is worthy of note that the term of"improving the social organizations"has been put forward for six times in the Resolve and the 17th CPC National Congress also brings up the demand that"the positive role of social organizations in expanding public participation in government affairs and voicing the concerns of the people should be played to improve the ability of society to govern itself". And the positive role of social organizations in the building of a harmonious society is confirmed in the Party's guiding principles and policies. The essay aims at the research of the current situation of NGOs, which are an important member in the social organizations, the opportunities and challenges in the development, and the shortcomings in China, as well as how we develop the NGOs and make them play their role in the building of a socialist harmonious society.The NGOs in China have experienced four stages since the foundation of PRC, and certain changes have taken place in essence in Chinese NGOs, especially after the year of 1995. The NGOs play a new role in social economy or even in the political development. These changes are indicated in the following aspects: the emerging of new NGOs in large quantities, the enhancement of decision-making in the previous NGOs, the remarkable strengthening of overall power and continuous expansion of social influence. However, from the current situation, the NGOs in China face a series of challenges both in the interior qualities such as the serious lacking of funds, human resources and management expertise and in the external policies like the great deficiencies in laws and regulations, management system, mechanism of supervision and penalty and preferential policies. These interior and external shortcomings have severely restricted the development of NGOs and the role-playing. Therefore, it is necessary for us to use the advanced experience of developed countries in terms of policies for our reference. The essay tries to analyze the laws and policies in Britain, German, South Korea and Australia in terms of NGOs in the hope of shedding a light on the reform of NGO policies in China.On the above basis, the essay makes the following suggestions on the policies the Party and government have made for the NGOs. We should carry out the ideological movement and seek unity of thinking on the issue of NGOs, and make clear the guiding ideology and basic principles. The relevant legislation should be strengthened and the non-governmental organizations should be managed in accordance with the law in order to create a sound legal environment. The cooperation should be developed between the projects of government and NGOs, and a sound and interactive relation can be established in the cooperation to get a win-win situation of both government and NGOs and strictly prevent the violation of laws in NGOs. In addition, the leadership of NGOs under the Party and the financial support of government procurement for the non-profit organizations should be intensified. A perfect assessment system should be established suiting the characteristic of non-profit organizations in China. The financial and accounting system, which is distinct from the government and the enterprise, should be established on the basis of public property right. And the exchange with the international NGOs should be strengthened etc.
