Ocean observing and forecasting is a basic public welfare service for economic development, national defense, social development and people's well being. With the development of democracy, we should improve the legal system of ocean observing and forecasting, which is the purpose of this thesis.The thesis is divided into five sections.The first part analyses several basic problems, and gives the concepts, connotation of ocean observing and forecasting. The author also provides a brief introduction to the ocean observing and forecasting system in China in the first section. Then some legal and administrative systems of other countries are discussed and the implication of these systems to our country is pointed out. In the third section, the author analyses the current legal and administrative system in China and the legal relationship of ocean observing and forecasting. The fourth part is focused on the basic content of the legal system of ocean observing and forecasting in China. After discussing the current problems in the legal system of ocean observing and forecasting in China, the author proposes some suggestions on the construction of legal system of ocean observing and forecasting. The author tries to build legal system in the ways of frame legislation and special legislation and makes some specific proposals. First, the ocean observing and forecasting should be incorporated into plans for national economic and social development. And then a clear legal status of ocean observing should be defined in the law. Improving the system of VOS and the mechanism of pre-warning to marine disasters, the marine information management system, and the emergency management system of marine disasters are also considered.
