Due to the drastic increase of earth population, iand resources are in severe shortage today. Oceans have become the last resort for sustainable development. However, the environmental stress escalates as human's ocean exploitation and exploration increase. Protection of ocean environment becomes the focus of international society, especially the countries with sea coast line.China is a developing country with 18,400km of coast line and it has abundance of renewable ocean resources. These resources are the pillars of Chinese economic development. Problems of ocean environment worsen as China evolves and modernizes. Even though the Chinese government took steps in regulating these environmental problems and formulated preliminary environmental protection laws and management systems for ocean resources, these steps are still relatively ineffective. Currently, the international trend of ocean environment protection is to integrate, to collaborate, and to corporate. Many countries, especially the forerunners like the US, Canada, and South Korea, are currently reviewing their ocean policies, establishing new ocean exploration strategies, and collaborating on ocean resource management. This paper starts with the analysis of successful cases in developed countries and summarizes the difference on ocean environment protection between these countries and China. The paper then proposes solutions on the Chinese ocean environment protection, management system, and law enforcement. It is our hope that this paper can provide the theoretical work for Chinese ocean environment protection and resource management system.
