Citizenship education stems from the earliest ancient Greek city-state democracy .The rising of capitalism, nation-state Faren, as well as the promotion the evolution of civil society gave birth to the modern sense of civic education. Citizenship education, through which society make citizens become the subjects enjoying legal rights and obligations, is the process in which people change into effective members in political, economic and social lives. This process is the transition of individuals from "natural person" to a "political person". The essence of civic education is to promote citizens'recognition and acceptance of the ruling class and the national mainstream political ideology, to internalize a recognition within the political code of conduct as well as to externalize the conscious into a political act, through a variety of ways and means, and by using all the educational environment.In this complex process of political and social entity, as the political culture of the national character trait lead to the implementation of Citizenship education and the promotion of the procedure, it highlights the national character of the property. This paper focuses on civic education, starting from the observation of the national character and the theory of political science research based on combining the practice of civic education, and use relevant literature analysis, comparative analysis, induction and other methods to discuss the national character as threshold, besides, I stated the Citizenship education in schools in world's major developed countries and their successful experience of the typical characteristics. Drawing on the experiences and combining with traditional Chinese culture and practical needs, we could construct the Citizenship education system with socialism with Chinese characteristicsThis paper is divided into three parts: First, the understanding of the meaning of Citizenship education under the threshold of the national character. Second, Citizenship education in schools in various countries which depends on the threshold of the national character. Third, the construction of China's Citizenship education System under the threshold of the national character .
