The tremendous economic growth of reform and opening up make our country become the world’s second largest economy in only 30 years. But democracy-building is an important way to achieve modernization, but also an important means of practicing socialist core values. At the same time it is an important part of building a harmonious society. Therefore, drawing support from the education to improve quality of citizen participation is of very important practical significance.With the benefit of Marxist theory, civic education theory, theory of practical ability, social contract theory and social justice theory, this paper discusses the problem and the reason of civic participation. Combined with the results of the survey and some of the current reality, the performance of citizen participation reflects the problems like lack of public awareness, selfishness and the failure of social organizations. The reason is that the residual of traditional concept, lack of civic awareness and civic spirit which are associated with the lack of citizen participation in education. The breakdown of social organizations is a good explanation of the lack of opportunities for citizen participation. In order to solve the problems, we should use the power of education which Includes consciousness and spirit of citizenship and the ability of citizens participation to achieve the purpose of raising the ideological realm and the ability of citizen participation. In the last chapter, the author comes up to the specific means of education of citizen participation:through the use of mechanisms to respond, inspire and guide, students learn acknowledge; through the guiding of socialist core values, common ideals of socialism and the spirit of social justice and social contract students foster correct concept; through building mental structures, citizens adapt to the development of our society. Education of citizen participation also depends on education funding, educational resources, professional teachers and other security conditions. Meanwhile, the government and the community should provide a favorable external environment and conditions for education of citizens participate.
