Research On The Efficiency Construction Of Government Offices

The object investigated in the dissertation is the efficiency construction of government offices. Started from the times background, the objective development demand is surveyed that the current government offices and their functional departments replace"effectiveness"by"efficiency"and the good governmental image shall be built with the efficiency construction of the offices and improvement of the style of the offices. The dissertation is divided into four parts. Part 1 is presentation and connotation of the concept of efficiency. It is thought that efficiency is the unity and integration of effectiveness and function. Not only the higher speed and the more complete functions are pursued but also importance is attached to the targets of the system and the status and roles of the system in the whole situation. In Part 2, the significance of the efficiency construction of the offices is mainly dealt with. It lies in building the office management system with the high office efficiency, coordinated operation and standardized behavior so as to serve the people and plan the social development as a whole. In Part 3, the reasons for the main representations of the low efficiency of the offices are analyzed. They are mainly represented as insufficient emancipation of thoughts, old and backward concepts, serious awareness of"official standard"and"authority standard", no thorough elimination of bureaucracy, overstaffed government offices, excessive employees, more hands than needed, serious formalism, loose style of the offices, poor service attitude and repeated prohibition but failure of corrosive mind and behavior. In Part 4, emphasis goes to deal with the main approaches and methods of the efficiency construction of the offices. It is thought that the efficiency construction of the offices shall be improved from some aspects such as study and education, selection and appointment, strengthening of encouragement and supervision and restriction, etc. The efficiency construction of the offices is a systematic project and shall be continuously adapted, strengthened and improved with the social and economic development. In the meanwhile, the thinking modes and methods of efficiency management shall be used to promote the efficiency construction of the offices.
