Study On The Administrative Efficiency Construction Of Mingshan Government, Ya'an City

The construction of administrative efficiency refers to the comprehensive work carried out by the organs at all levels under the guidance of value orientation,including power restriction,capacity building,efficiency evaluation,incentive accountability,etc.,to promote the comprehensive improvement of government efficiency,efficiency and effect.In recent years,some achievements have been made in the construction of administrative efficiency of county-level governments,but there is still a gap for the requirements of development,and the research on the construction of administrative efficiency of county-level governments is relatively weak.At present,improving administrative efficiency is an important problem faced by government departments.China is an unitary state,and it is representative to take a certain county as the research object.Therefore,there is a great significance to study the administrative efficiency construction of mingshan district government in ya 'an city to improve the governance capacity of county-level government.In this paper,the concept and theory of government administrative efficiency construction are firstly sorted out by means of literature research,which lays the theoretical foundation for full text.It sorts out the progress of the government's administrative efficiency construction in mingshan district of ya 'an city,which mainly includes: the value orientation of administrative efficiency construction has been well implemented,the restriction of administrative power has been gradually deepened,the government's ability level has been gradually improved,the efficiency evaluation has been deepened,and the incentive accountability system has been gradually improved.It uses qualitative research method to analyze the existing problems in the government efficiency construction of mingshan district of ya 'an city,including: the goal of value orientation is not yet in place,the restriction of administrative power still needs to be standardized,the capacity building is not yet adapted to the development requirements,the quality level of efficiency evaluation is not high,and the incentive and accountability are not matched.The reasons mainly include: the government's goal of administrative efficiency is not clear,the boundary of administrative power is not clear,the system of capacity building is not well connected,the effectiveness evaluation system is absent,and the incentive accountability mechanism is not sound.It sorts out the experience and enlightenment of government efficiency construction in relevant counties and districts in China with comparative analysis method.On this basis,it takesfive aspects of advice: First,holding the value orientation of effective government;Second,strengthening the restriction of administrative power;Third,strengthening government capacity building;Fourth,improving the administrative effectiveness evaluation level;Fifth,creating a favorable environment for improving efficiency.This paper makes a detailed study on the government efficiency construction of mingshan district in ya 'an city,which has certain practical significance for the government to better perform its functions and create a good development environment,and has reference significance for other county-level government administrative efficiency construction.
