Developments Of Taiwan's "Referendum" Under The Interaction Of The Kuomintang And The Democratic Progressive Party: Legal And Practical

The DPP(Democratic Progressive Party) lost the "presidential election" on March 2008,and "the referendum on UN membership in the name of Taiwan" designed by the DPP failed at last.This declared the end of the past stage of Taiwan's "referendum" development,so there's a need to make a summary for this stage.As Taiwan implements political party system,parties undeniably played vital role in the development of Taiwan's "referendum"."Referendum" even became one of the contents of Taiwan's party struggle.Through the DPP's promotion,Taiwan's "referendum campaign" made great progress both in legal and practical aspects. Although the DPP was the main driving force of Taiwan's "referendum",the KMT's (Kuomintang) effect couldn't be neglected.It was the continuous interaction and struggle between the positive force and the negative force that created the development status of Taiwan's "Referendum".So this essay tries to analyze the development of Taiwan's "referendum" from the angle of interaction between the KMT and the DPP.This essay analyzes the development of Taiwan's "referendum" and the interaction between the KMT and the DPP from legal and practical aspects,and uses the analysis methods of Policy Culture Theory and Game Theory.This essay attempts to make clear following problems:the developments and changes of the KMT and the DPP's opinion on "referendum",the influencing factors of the two parties' strategy options,the development status of Taiwan's "referendum" and the probable direction that the KMT and the DPP manipulate "referendums".This dissertation consists of five chapters.Chapter one is about the purpose and the analytical framework of the essay and reviews correlated researches.Chapter two introduces the analysis method of Policy Culture Theory,gives a general overview of the KMT and the DPP's policy culture on "referendum".Chapter three analyzes Taiwan's "referendum" developments in legal aspects under the interaction of the KMT and the DPP,the interaction of the KMT and the DPP during Taiwan's seven "constitutional reforms" and "referendum legislation".Chapter four analyzes Taiwan's "referendum" development in practical aspects under the interaction of the KMT and the DPP,the interaction of the KMT and the DPP during the "320 referendum" in 2004,the "112 referendum" and the "322 referendum" in 2008.Chapter five summarizes the features of the interaction between the KMT and the DPP,and predicts the probable direction that the KMT and the DPP manipulate "referendums".
