The rapid development of information technologies and applications driving today's society has entered an era of information. In this background, information literacy has become essential members of society's basic quality. China to vigorously promote the development of socio-economic information, information technology, in which the Government has played a leading role, the civil service as a government administration and construction of the main body of information literacy of its direct impact on the situation of government information and the information society building process, but also information under the condition of the change of government functions play a key role. Based on this, the civil service and the cultivation of information literacy research, more and more become an important and urgent issue. In this paper, theoretical and empirical studies using a combination of methods, information literacy and its civil servants to carry out the cultivation systems. The full text is divided into five chapters.Chapter I: Introduction. This chapter introduces the study of the origin, background, study the theory and practical significance.
