With the rapid development of E-government worldwide as well as thedevelopment of government informatization and administrative reform, recent yearshave witnessed an acceleration of E-government in China. The core of e-governmentis government affairs. Development of E-government requires specific administrationneeds and plans based on these needs. The organization, design and determination ofadministration needs is decided by the ability of civil servants, particularly theirinformation literacy. Practice shows that problems appeared during the developmentof China’s e-government are related to civil servants’misunderstanding. At present,China’s e-government has reached to the stage of application, therefore, it is veryimportant to strengthen the building-up of the team of civil servants, to popularize ofe-government knowledge, especially to improve information literacy of China’s civilservants.Based on the theories of E-government and information literacy, this paperconducted a questionnaire survey on the present situation of information literacy ofcivil servants in Xuzhou City, and generally grasped the current civil servantsinformation literacy in our country. At present civil servants’ information literacy ishigh, with high information technology, consciousness of information, identificationof information ability and the information morals accomplishment. But there are alsomany problems. As the information application and service consciousness should bestrengthened, information skills to be improved and information security behavior isjust passable. In view of the problems, there are measures from the e-governmenttraining, and information literacy in this paper, to realize the information andmodernization of government management in china.
