Political legitimacy is the core political problem and it is the complexity of any form of human society must face. It refers to a political domination or political power can be the object of that rule is justified, morally, and thus subject to voluntary or recognized ability and attributes. Political legitimacy problem is that no country can avoid the problem, as long as society is still running and development of the issue of political legitimacy will exist, and affect social stability and the stability of the regime. The basis of political legitimacy are mainly based on charisma, the traditional basis, the legal basis and legitimacy of the basis of a negative. In this dissertaion, the basis of political legitimacy from an important aspect, that is the point of view of the legitimacy of the negative. Indian National Congress Party, the negative of the legitimacy of resources to carry out an integrated and comprehensive analysis of the legality of resources in order to explore the negative legitimacy of the ruling party function.This dissertation consists of four chapters. In the part of introduction this dissertation introduces the genesis of topic choosing, the domestic study situation and even aboard, core concept and theoretical analysis instrument and the framework of this dissertation.Chapter 2 analyses factors which the Indian National Congress Party has a major negative for the legality of the content. Therefore, use and safeguard the legitimacy of the old negative social resources of the new regime will have an important impact on political rule. Longitudinal aspect of this chapter from the pre-independence India of the colonial British rule and the horizontal aspect of the outside world that India and the comparison between the two aspects of India's Congress Party has a negative analysis of the legality of the content. Chapter 3 probes that Indian National Congress Party has the role and the limits of the negative legitimacy. Indian Congress Party has a negative to maintain and consolidate the legitimacy of its ruling position with its multi-faceted role, contribute to the Indian people in Congress to support the implementation of a series of policies and support. However, these negative legitimacy to India's governing Congress Party rule, is provided by limited resources.Chapter 4 is the conclusion part. From a negative legitimacy perspective of the ruling National Congress Party of India to carry out analysis, focusing on the legality of thought about the vision of the ruling under the need to pay attention to several issues come to a political party to maintain and consolidate its position as the ruling party in power must continue to improve the ability to maintain the legitimacy of the ruling.
