Political legitimacy is a major topic in the Theory of Political Development. It focuses on how to keep the balance of the socio-political order, characterized with the public voluntary identity, support and obey, which lays the foundation of a steady political rule. From the historical perspective, we can see that all the reigns need to obtain the identity and the support from the public so as to lower the ruling cost and contribute to the political order. The CPC always thinks much of legitimacy construction of regime, which is the premise of existing of power. In the period of Anti-Japanese war, it was the objective environment in the enemy-occupied areas, the KMT-ruled areas and the CPC-controlled areas that made Chinese social nature more diversities and complexities. It could be said that, in this period, the historical unusual particularity and contradictory complexity facing the CPC were unprecedented. The CPC had a legitimate status after the establishment of the anti-Japanese united front. However, as a revolutionary party, the CPC had never made the reorganization by the KMT as his source of legitimacy. Because of its advancement and popularity following the times, the CPC had the great and hard practice of fighting the Japanese army and construction of their bases, which made the CPC gain the support and identity from the masses。The essay consists of four parts, i.e. the theory of legitimacy;its advancement and popularity is the guarantee of the CPC legitimacy;the establishment of the CPC's foundation of legitimacy during the war, the influence and enlighten on legitimacy of the CPC and the KMT in the period of the war.
