With the rapid development of Internet business,WeChat,microblog,website,BBS,live broadcasting and other digital new media is popular.Faster transmission speed,the spread of a wider scope,closer to the scene,reduces the "threshold" of news reports,changed the basic unit government in the amount of information and influence in dominant position,make the ordinary people can use the shortest possible time,involved in the emergency and the spread of side events anytime and anywhere.In new media environment,basic-level government control and response negative opinion which is a complex social work,for the basic unit government,how to control and deal with public opinion crisis,already should be the basic unit government "required courses".This paper takes the negative public opinion of the grass-roots government network as the research object and starts with the basic concept,,from the basic concept,by studying the related literature at home and abroad,the current new media public opinion about grass-roots government crisis at present,summarized the methods and measures should be combed,and as Inner Mongolia Mobile as an example,introduces the advanced means of public opinion to control,then analyzes the current basic unit government in the control and cope with the problems existing in the process as well as the basic unit government network negative public opinion the cause of the lack of response.Finally,puts forward the basic direction of public opinion control and deal with means of government promotion,early warning in advance,personnel training to improve,construction should be strengthened from the media,public opinion disposition in a timely manner,information release to compliance,the system construction to improve the "six points should be done".
