Therefore, it is very important to resolve the problems exist in the development of government portal. And more emphasis should be put on the establishment, development, management and utility of the government portal, which has become the prominent problems facing by all levels of government in China during the course of building e-government.Firstly, the theses explain the concept, content and function of the government portal theoretically. Then, it concludes successful experience of several leading government portals both home and abroad by finding their own characteristics. For example, Canada, the United States, Singapore, the Netherlands, Hong Kong and the Chinese government portal. Third, based on the government portal evaluation results of Xinjiang province in recent years, it investigates and analyzes current development of the government portal in Xinjiang province. Fourth, according to the investigating results and the present condition in Xinjiang province, it finds the main problems in the process of the development of the government portal accurately. Besides, it also analyzes the reasons behind those phenomenons.
