The Elementary Discussion On Informationization Of Public Policy Performance Evaluation

Informationization is the tendency of today's world. All countries in the world are committed to accelerating the development of informationization process. In the wave of the impacts of informationization, the governments have to implement e-government, using information technology to upgrade administrative processes, improve administrative efficiency and the level of administrative management, government informationization has become a trend. The performance evaluation of public policy should also conforms to this trend, using information technology in the process of evaluation, improving the scientificalness and effectiveness of the performance evaluation of public policy.As for the promotion of the process of public policy performance evaluation, such as improving the efficiency, reducing the cost, ensuring the reliability and validity of the conclusions and excavating the potential of supporting decision-making of public policy evaluation, which can not be easily accomplished without the informationization of public policy performance evaluation, informationization is an good option. The performance evaluation of public policy needs to be further improved, the informationization required to be integrated with the performance evaluation. The dissertation tries to outline a unified, nationwide and mutual-connected network of public policy evaluation information systems, and then describes how to realize the informationization of public policy performance evaluation. The whole dissertation consists of three parts:Part one is the overview of the informationization of public policy performance evaluation, which starts with the background analysis of the informationization of public policy performance evaluation, and then analyses the connotation, causes and functions of public policy performance evaluation, at last describes the environment of the informationization of public policy performance evaluation.Part two is about the strategic management of the informationization of public policy performance evaluation. First, This part depicts the strategic planning about the informationization of public policy performance evaluation, and then puts forward a blue print of the model about the informationization of public policy performance evaluation, which including general framework, logical model and data exchange platform of the informationization. At last, this part analyses three strategic elements of the informationization, which consists of three parts: information security, information sharing and legislation of information.Part three is the introduction about how to realize the informationization of public policy performance evaluation. This part analyses some issues such as technical conditions, solutions in the process of achieving informationization of public policy performance evaluation. And then describes the procedures of the informationization of public policy performance evaluation on the basis of the existing technical conditions.
