Research On The Public Security Informationization Construction Evaluation

Public Security Informationization is a necessary strategic choice for Public Security Departments to keep up with the global informationization process. It is very important for Public Security Departments to change the way of work, work environment, work methods and work style. China's public security informationization construction starts late, but it develops rapidly. It has made great achievements, such as the case of online event information management system in the provincial public security organ and municipalities case investigation department official events into actual application, and then realizes the provincial level3networking transmission and online retrieval. However, in the achievements of the same time, our country's public security informationization construction has some problems to solve, such as low level repeated construction, the public security information resources can not make full use of and so on. One of the important reasons is lack of the effective evaluation system. The public security departments'capabilities to manage social security and prevent the fight against crime and scientific decision-making level relates to the well-being of the people and China's socialist modernization construction.This paper is on the base of referring to the national informatinazation index system, traffic management informationization evaluation index system, regional informationization evaluation index system, government informationization evaluation index system, informationization efficiency evaluation index system of public security organs and combines with the characteristics of public security industry, theoretical and positive study. It also uses questionnaire survey method and Experts Grading Method. Using fuzzy comprehensive evaluation method to rate the indicators, and then builds the informatization evaluation index system which is suitable for both regional public security informationization construction and the public security organ informationization construction.Public security information construction measure index system consists of three first-order index, nine secondary indexes and25level3indicators. This paper uses the index system to evaluate XianNingShi public security bureau informationization construction level and analyzes the evaluation results.From the result of evaluation, it indicates that the index system has the characteristics of public security industry and it is feasible, applicable and scientific.
