Performance measurement of Civil Service is a key link in modern personnel management system. It provides an objective basis for the appointments, rewards, punishments, pay system and training for the civil services. It is also an important way for the civil service to improve work and develop themselves.It is now more necessary and urgent for the scientifically implement of the Performance Measurement System because of the objective requirements of market economy, international and domestic competitive environment. There is a unique comparative advantage across Taiwan Strait, not only because of the common history and cultural heritage, but also the succession of a common national character.In this paper, situations of Civil Service Performance Measurement in Taiwan and Mainland are compared to identify the similarities and differences between them. We absorb good practices and advanced experience from Taiwan, then we provide some concrete measures for the improvement of our Performance Measurement System.This paper starts from the following three aspects:Chapter I provides a brief statement on the significance and status quo of research on this thesis topic. Then the Civil Service Performance Measurement System is defined. Furthermore, this chapter reviews the development process of Performance Measurement across the straight.Chapter II focuses on comparison of Principles, Organizations and Staffs, Sorts and Grades, Indicators, Methods, Procedures, Results Application of the Performance Measurement System based on cross-straight perspective, and provides inspiration and reference for the mainland to improve the Measurement System. Chapter III Combines with conclusions from comparison, put forward a number of specific measures to improve the Performance Measurement System.
