Improving government administrative efficiency has always been an important goal of promoting the innovation and development for our government department. Among them,to assess and evaluate the core civil servant is the key point in relation to civil servants'positive initiative and attitude to work and efficiency improvement of government management. Governments and management departments at all levels,however,pay more and more attention to the civil servant's performance appraisal and evaluation,which is also become one of the research hotspots and difficulties during human resources management activities in recent years. For China,although the research on the civil servant's performance appraisal and evaluation is started late,we have already got some kind of achievements through more than ten years practice and exploration. Nevertheless,China civil servant's performance appraisal system still has many insufficiencies in design and management aspects, such as no effective incentive scheme,unitary assessment model and to be optimized evaluation indictor etc. At present, employee's performance appraisal system in many enterprises is relative mature and perfect,and in certain aspects,there are many similarities between civil servant and enterprise staff's performance appraisal,therefore,referring to enterprise staff's performance appraisal can promote the construction and perfection of China civil servant's assessment system as well as improve government administrative efficiency.First of all, the article gives a general overview of the related theory to performance evaluation and civil servant's performance appraisal. And then, elaborated on the commons and the differences of performance appraisal between civil servant and enterprise staff. Thereby, it is not only further observed the problems existing in present China civil servant's evaluation system, but also explored mainly the lessons of civil servant's performance appraisal drawing from enterprise staff. Lastly, the article also puts forward the counter plan regarding how to perfect and reform China civil servant's performance appraisal system.
