The Research On The Weakening Of Political Communication In Current Grass-roots Countryside

Various types of social decision-making implemented by a harmonious society should be a result of interaction between the state power and the civil rights.This requires that a bridge between the government and the citizen should be constructed in order to communicate and exchange information effectively,so that the citizens can participate in policy-making process equally,express their views freely,reflect their aspirations,listen to different points of views, coordinate a wide range of interests,protect the vulnerable groups,and make a reasonable choice and collective binding decision in rational discussions and consultations.The political communication theory has two "theoretic hard cores",that are "information" and "feedback".By the information regulation,it can formulate the correct policy,thus effectively adapt and control environment,and achieve a benign interaction and balances between the political system and the external environment.The political communication theory no longer insist on the person to political system's subjective hypothesis,no longer rigidly adhere to some stereotyped system frames,but it deeps into the political system's intrinsic mechanism. By reducing all the political phenomena to political information,inquiring the politics information's circulation way,the political output and the decision-making,the political communication theory can grasp tightly the operation of specific political organization under certain scenes.As a result,in a sense,many problems which exist in current grass-roots countryside can be re-interpreted more reasonably from this specific perspective of political communication.At present,however,political communication weaken seriously in the grass-roots countryside,and the expected function of current political communication mechanism show a degree of weak tendency,even present a serious phenomenon such as "lack" and "empty field" in some specific moment.This will no doubt have a larger negative impact on the rural grass-roots democracy and rural political ecosystem.This article selects the village H in Southwest of Shandong Province which is a more typical case,combines theoretical analysis with empirical survey together,comprehensively use various research methods such as literature method,case-study approach,questionnaire method, individual interview and so on,attempts to give a more comprehensive explanation to the weakening condition of political communication in current grass-roots countryside from multi-dimensional perspectives of institution and element,systematically analysis the deep-seated reasons,and eventually proposes the feasible countermeasures and suggestions to construct the harmony politics communication mechanism in grass-roots countryside.This will also have the significant theoretical and practical significance to safeguard the farmer benefit expression,strengthen the building of rural grassroots democracy,realize the benign interaction between the state power and the rights of citizens,and promote the process of new countryside construction and harmonious society construction.
