Public policy is a kind of political behavior by which the government coordinates social interest relations,provides public products and solve corresponding social contradictions and conflicts."The society is under orderly situation only when the government is well-informed;otherwise,the society would be chaotic." The government whether has s sound political communication mechanism or not determines the feasibility,legitimacy and effectiveness of the public decision to a large extent.With the deepening and developing of the reform and opening-up policy,there are some differentiation and fission in Chinese social structure,and multiple interest groups emerge in large numbers,which spawned many new interest demands.How to convey these interest demands into the decision-making system posed new requirements and challenges to the contemporary Chinese political communication mechanism.System analysis of politics regards political process as a kind of closed cycle process on the basis of information and communication,which includes four links,i.e.input,transformation,output and feedback.The system theory emphasized the significance of the political system's communication conditions to scientific decision-making.The political communication model under the political system theory analysis framework with its refining architecture of input,output and feedback provides an important basis and paradigm for investigating and perceiving the decision-making process of political system.However,because of the inherent defects and prejudice,the analysis framework is still not very adequate to explain the complex public decision-making process of contemporary China.In consequence,to explore the political communication issue in the contemporary Chinese decision-making process needs to base on Chinese political practice on the basis of this analysis framework,and to reconstruct China's indigenous political communication model.The public decision-making process of contemporary China mainly depends on power elites in the party-government system to initiatively aware and recognize social interests rather than depends on the masses' independent benefit expressing andintegrating,so its "internal input" characteristic is apparent.In practice,as the openness of Chinese political has been increasing,this kind of communication mechanism is difficult to meet the requirements of scientific decision-making,and the"external input" characteristic of public decision-making process is gradually emerging.The two kinds of political communication models coexist in the contemporary Chinese political soil,becoming a kind of new landscape of China's political life,which provides a kind of new perspective and train of thought for clarifying the operation logic of the public decision-making process.The coupled internal and external political communication has more explanatory power for contemporary Chinese public decision-making process.In order to explore and analyze the political communication issue in contemporary Chinese public decision-making process,with the help of the simple model under the framework of the political system theory,putting China's political reality into consideration,the article puts forward two kinds of communication patterns in the process of contemporary Chinese decision-making,i.e."internal input"political communication pattern and "external input" political communication pattern,and on the basis of this,Chinese indigenous political communication model was constructed,and the two-child policy making process was regarded as a case to test the efficiency of this kind of communication pattern.The study hopes to go deep into China's context to explore a king of political communication pattern that is more suitable for Chinese reality,in order to supplement and enrich Chinese indigenous political communication theory research.
