A Study On The Paths To Realize The Privatization Of Public Services In China

Privatization is not only a management tool,but also a basic strategy of social governance.Privatization of public services,directed by the government,aiming at the public's satisfaction,introduces competition mechanism in the market economy mechanism to break the government monopoly,expand the participation of the expansion of the private sector,civil community and social organizations,constructs a cooperating public services system,the government and the private sector to build mutual cooperation in public services system between government and private sector, consequently improve the efficiency and quality of public services.This paper begins from the dynamic realization mechanism of privatization,and the role of government and government policy in this process,redefines the function and role of government in public services,discards the old mode of public services characterized with the monopolizing management between government and enterprise,and makes a systemic analysis of the paths to realize the privatization of public services in China.Furthermore, this paper tries to provide solutions to the ill-proportioned public services,inadequate supply and imbalance of government expenditure caused by the differences in ideology, credit crisis in the society and legal systems.The current academic research on public services in China is mainly centered on the relationship between government and market.This paper begins from privatization and relates the paths to realize the privatization of public services.In detail,this paper, firstly,based on the new public management theory,public choice theory,public services theory,and privatization theory of Savas,analyzes the current public services situation in China from the aspects of the ill-proportion in public services,government expenditure,and social environment,refers to the privatization practices in other countries,and gets the following enlightenment:the privatization of public services should start from the basic national conditions,the responsibility of the government should be involved all through the process,and the function of public services should be intensified.Secondly,this paper,focusing on the disadvantages in the development of privatization,relates the obstacles in the process of privatization of public services in China from the aspects of differences in perception angles,credit crisis in the society, legal hindrances and immaturity of market mechanism.Finally,this paper starts from the dynamic realization mechanism of the privatization of public services,deeply probes the function of and policy support from the government in the process of privatization, and puts forward that government should construct a platform based on market mechanism,expand the participation of civil communities,rebuild public services structure on the basis of service flow,establish and improve fair and just laws and regulations,build and regulate independent policy supply related with government administrating branch,and encourage and direct the private sector's involvement in public services.In this way the consumers' demands are transformed into production plan handed over to the private sector,so the quality and the efficiency of public service will be improved.
