The biochemical development of China's market economy and the continuous promotion of the reform of mixed ownership have led to the structural transformation of the main body of social and economic development.At the same time,the nineteen major stressed that the "supply side" structural reform thought also highlighted the direction of the new development direction of the national economy.As China's development of the national economy and the people's livelihood has been placed increasingly important position,the development of public utilities directly benefiting the people's livelihood has become an important breakthrough for China's reform.This is also a prominent manifestation of our government's changing its own way of action in the process of administration.As a socialist country,the development and management of public utilities has a fundamental impact on the overall governance of our country.However,the endogeneity of the main market in the development of the national economy to be excavated,the original path of the development of public utilities to the current dependence of its use of space and the degree of effect,which makes our expectations of institutional change of the development of public utilities,privatization of public utilities and the development trend is an inevitable direction.Therefore,this paper studies the problem of government regulation of privatization of public utilities,and the above is the original purpose of this study.As a constituent part of the traditional northeast old industrial base,Heilongjiang has a high degree of unit management system and a path dependence on public ownership,which has affected the development of privatization of public utilities in Northeast China.Heilongjiang province urgently needs to combine the difficulties in the development of the existing system,and draw lessons from the important experience of foreign countries in the development of public sector privatization,so as to build a path suitable for its own development.In the process of this paper,first,combined with the basic concepts and basic theories of privatization of public utilities,we explain the main idea and practical path of government regulation of privatization of publicutilities.On this basis,there are fundamental defects and control institutions unreasonable problems such as the legal environment combined with the Heilongjiang provincial government privatization of public utilities in the process of the development of administrative control over economic regulation,the higher the degree of social regulation is still not perfect,the government regulation,the development of today's guidance in foreign countries,effectively limiting government intervention and the optimization of property rights and governance structure,the construction of government regulation organization and perfect services to enhance the capacity and promote flexible control policy,government intervention of public utilities privatization process to reduce all aspects,to fully mobilize the enthusiasm of Heilongjiang Province,the main market activity,and promote the healthy development of Heilongjiang Province Public Utilities Privatization of government regulation.
