The Responsibility Of Government In Public Services Privatization

With the economy developing,the demand of public becomes diversity and increasing dramatically.Because some reason such as financial insufficiency and low efficiency,It appears that only the government is unable to do as much as public would like to.In 1970s,the world raises the tide of Privatization reform,and also China in 1990s.Recently,PPP,one way of Privatization,is popular with all level of governments.In2014,The State Council published the 43rd file,State Council on Strengthening Debt Management of Local Government,which clearly clam that spreading the Capital cooperation between government and society,means PPP(Public-Private Partnership)model.It be popular in government of all level,and has given birth of thousands of billion PPP market and becomes the largest market of world within past three years.By the end of Nov.31th 2016,the investment of PPP is up to 1.7 thousands billion CHN.Privatization reform not only brings development,but also a serious of problems.For instance,some potent risk suppress the investor's enthusiasm,some obstructed financing channel protect the invest expanding.And other actions damaging public interests such as low survive quality,unreasonable high price etc.Tracing its source,the author thinks that lack of government's responsibility is the reason of the serious problem during Privatization reform.Public Service privatization is not means reducing the charge of government.Conversely,only government takes its responsibility,the privatization smoothly goes.In this paper,author analyzed the property of government's responsibility during Public Service,reckoned that the property of government is the appearance of obligation to survive its people.With Privatization reform,the charge of government should be change correspondingly,from "supplier" to "promoter".This paper also analyzed the dilemma in Public Service Privatization reform,including potent risk,suppressed invest passion,impaired public interests.The lack of government's responsibility should be the main reason.Additionally,this paper analyzed the appearance of government's responsibility deficiency and its reason.Its appears that lack of rule arrangement,defect of contract spirit,ignoring people's expression and losing supervise.Its reason are including that legal deficiency induce ambiguous responsibility of governments and the old stubborn view of government gives incorrect understanding and government transforming special environment.Concluding that the responsibility of government is including rule,financial,management,and integration.At last,this paper reforms the government's responsibility so that they could clearly recognize their own role in Privatization and promote the developing of Public Service Privatization healthily.
