A Study On Construction Of Forewarning System For Unexpected Public Emergency Events In China

During the turning period of society and economy, China is facing all kinds of complicated contradictions. These complicated contradictions including public health, natural calamities, accident disasters and security problems result in high probability of unexpected public emergency events. China is in the frequently-occurring period of unexpected public emergency events in terms of their sphere, frequency, scale and organization. The study of this thesis is based on the current situation in China. By reviewing the related theories and practical experiences on emergency management, home and abroad, we discuss the legal system, information system, organization system and operating mechanism. The thesis discusses the background, aim and object, technical route of the study and the new ideas on unexpected public emergency events management. Besides, it expounds the related concepts and theories. Secondly, through analyzing the history, representative figures and significant achievements of the study on unexpected public emergency events, it comes to the conclusion that China is in the frequently-occurring period of public emergencies. It analyzes both international and domestic economical, cultural and other factors that may cause unexpected public crisis, thus revealing the problems and shortcomings of our emergency management. It studies and analyzes successful emergency management experiences in developed countries as well as the corresponding management theories. It analyzes the organization system and operating system of emergency management in U.S.A for sake of its efficient management. It also analyzes the organization and coordination system of Japanese and Russian emergency management since Japan has rich experience dealing with nature calamities and Russia is good at dealing with man-made crises. Then it concludes some valuable inspiration for constructing forewarning systems of unexpected public emergency events in China. Based on advanced experience abroad in this field, we put forward some feasible measures and suggestions for forewarning system of unexpected emergency events in China from the perspectives of legal system, organization system, and information system.
