Rules of origin originally derived from the country's trade statistics, with the development of the integration of global economy and international trade, rules of origin in the field of international trade expanded the scope of application. Rules of origin has changed from a purely technical customs issues into a forceful instrument to carry out trade policies,to some extent, has become one of non-tariff measures, it has been widely applied to the most favored nation, anti-dumping, countervailing measures and safeguard measures and the specific selective measures, anti-circumvention, discriminatory quantitative restrictions, tariff quotas, government procurement and trade statistics, and other non-preferential trade measures system areas. Rules of origin in the field of international trade played an increasingly important role. Therefore, the exploration of rules of origin undoubtedly has immediate significance. We should strengthen the research on rules of origin, and perfect the legislation on the rules of origin, and make full use of rules of origin in order to protect our economic interests.This article can be divided into four parts. In the first part , the writer expounded on the definition of rules of origin and the influence of rules of origin, and then introduced the two important international rules of origin -"Kyoto Convention"and"Agreement on Rules of Origin".In the second part, according to the two aspect of the non-preferential rules of origin and the preferential rules of origin, the writer summarized the development situation in the legal system, and then aimed at our current"The origin of export & import goods'ordinance of the People's Republic of China"to assess.In the third part, the writer introduced and concluded the rules of some developed countries and areas in the world in order to find out the practice that we can Inherit.In the fourth Part, on the basis of the domestic situation and international experience in the second and third parts, it provided suggestions to perfect our legal system to use the rules of origin more fully and rationally, and serve for our economy and trade.
