Study On Reform Of Census Registration System

China's census registration system has reformed for many years, and the pace of reform has never stopped, but the census registration reform does not result to be practical effect, many of the drawbacks of the census registration system still exist. In this paper, first writes the origin of the census registration system, give a brief introduction of the emergence and development of the process of census registration system. Go through the reform process of census system during the reform and opening periods, and make simple examples of the implementation of nationwide census registration reform and the implementation of local government policies at all levels. By analyzing the existing problems in census registration system, give the idea for census registration reform, and mainly focus on the legislative level in the census registration system reform. Started by analyzing the existing problems in the census registration legislation, and suggested to amend the Constitution, to add"freedom of movement"as a basic human rights for people. Abolish "Household Registration rules", meanwhile to draw up the "Census Registration Law", and attempts to discuss the based principle of this law.
