Analysis Of The Reform Of China's Household Registration System

Census registration management is an important social management function of the government, and census registration management system is considered as an important management system that relevant to the fundamental interests of the public. So the reform and innovation of them play an important role in the whole reform of the administrative system. The history and international comparison of census registration system is reviewed and the background and motivation of census registration system reform in our country is analyzed, so as to put forward some corresponding reform measures, in witch the census registration system reform of Qingdao city is emphasized and an empirical analysis is made.Firstly, this paper reviews the history of the current census registration system, especially the formation and evolution process of the census registration system of new China, and analyzes several aspects of China's census registration system that incommensurate to the current characteristics of the social and economic development through the comparison with the census registration system of the United States, Britain, France, Japan and other developed countries. Secondly, the empirical analysis is made on the census registration system reform of Qingdao city. Through the investigation on the local reform background and its influence on the local population migration and economic development, an conclusion is drew that only suit reform measures to local social and economic conditions can we achieve the benign interaction of the census registration system reform and the development of our society and economy. Finally, according to current conditions of China's census registration system, several measures are put forward to establish a consolidated urban and rural census registration system, which contains formulating the census registration law according to the market economy, accelerating reform policy bases on integrative principle, establishing a complete population management system and a centralized census registration system characterized by ID, constructing the Census registration management platform in order to improve the working efficiency.
