There has been a special kind of phenomenon emerging in the political system of Russia since the desegregation of the Soviet Union, namely Party of Power that was shaped during t the transformation from single-party system to multi-party system. It was regulated by the Russian Constitution that there has no party in power, and the president of Russia can not be a member of any party. The so-called Party of power is the support force of president in Parliament. In Putin's time, the party of power, United Russia, became the Majority of seats in Duma. The influence given by party of power can not be ignored in the study of Russian politics.The research into the appearance and development of party of power should be taken in the background of the modernization of Russia, which ought to be closely combined with history and political culture of both Tsar's Russia and post Soviet Union.This paper will mainly discuss four problems: firstly, the special place of"party of power"and the functions of it, secondly, the reason of the appearance of Party of power in Russian political system, and the third is the changes of the position changes of it from Yelsen's time to Putin's. Finally, the function and the influence of party of power given in the course of the democratization and development are to be explored.
