A Study On Social Benefit Evaluation Index System Of E-government

The role of e-government is not only to provide new means and methods for government to serve the public on the basis of traditional government, but also to promote the transformation of the administrative system. With e-government developed in our country in the further, it will continue to change the traditional Administrative processes, organizational forms and modes of operation, and will have a profound on all aspects of social and political life. How to scientifically evaluate the benefits of e-government has become an issue in the process of e-government development.The social benefit evaluation of e-government is an activity that applies certain scientific methods to determine and evaluate the general level of e-government social benefit. It is mainly made up of e-government social benefit evaluation index system, e-government social benefit evaluation method and e-government social benefit evaluation model. The e-government social benefit evaluation index system is the core of e-government social benefit evaluation. The establishment of a relatively scientific and well-functioning e-government social benefit evaluation index system can exactly measures the overall level of e-government social benefit recently, and can actively reflects the changing trend of the e-government development, which could provides references for the government departments to design policy of e-government development. It has important theoretical value and practical implication.To find solutions to these issues, this thesis has studied social benefit of e-government deeply and systematically both in theories and practical level in order to find effective way to put into practice. This thesis is divided into five parts. Part one puts forward the thesis's studying train of thought, methods, content and possible fresh points on the basis of analyzing the background and significance of choosing the topic for research and making comments on the domestic and overseas results of research into evaluating the social benefits of e-government. In Part two, on the basis of defining the connotation, essence, characteristics and function of evaluating the social benefits of e-government, it focuses on analyzing the basic theories of evaluating the social benefits of e-government. Part three probes into the principles for constructing the index system of evaluating the the social benefits of e-government, and also puts forward the thoughts and overall frame that construct the index system, and further, constructs a comparatively scientific and rational index system on this basis. Part four uses Fuzzy Analytic Hierarchy Process to analyze and count weight of individual index of e-government social benefits evaluation index system. That can make sure the importance degree of individual index which relatives to the whole e-government social benefits evaluation objective. Part five summarizes and prospects this study's mainly research results and some problems for future research.The fresh ideas in this thesis can be displayed as following: In the academic, research about how to evaluate of the e-government social benefits is still in the stage of qualitative analysis, the authors try to learn from other areas of the evaluation ideas and methods of social benefits, and consulting advice of expert, an integrity and scientific evaluation index system of e-government social benefits were built up. The thesis provided a train of thought for the quantitative study of e-government social benefits evaluation in the further.
