The social benefit of land use is the extent of satisfaction of social requirement and the influence on the police and social, including the extent of contribution to social development and national economy increment. At the 16th National Assembly of the Chinese Communist Party, Hu Jintao, general secretary of the Communist Party of China (CPC), advocated the new idea of building harmonious society, and regards the resolving of "three Nong" as an important respect of completely building a well-to-do society. The land issue is the key to resolving "Three Nong". In the process of land use, the effect of the reform will be put up, including the creation of land system, the change of land management, and the optimization of land resource configuration.As China join in the WTO, the developing environment of the agriculture become more and more open. The agriculture land use is facing a big challenge as well as a good opportunity. The social benefit evaluation of agriculture land use is a part of the general evaluation. Its root task is 1) to build an index system to evaluate the social effect of land use; 2) to uncover any problem of current land use method; 3) to decide the future direction of land use; 4) to give evidence to the general plan of land use.In this article, the principles of the sociology, land use and management, and economics are used to analyze the social benefit of land use. The cutting-in point is "three Nong". An evaluation index system, including the agriculture sustainable development, the country society harmonious development, and the peasantry development, is built, using Delphi and AHP is used. Quzhou, a city of Hebei province, is a case. The social benefit of land use in Quzhou is discussed, the problems in Quzhou's land use are pointed out, and some advices are given.
