The Image Of The Government Theory And Practice Of Evaluation Index System

A comprehensive, objective and fair evaluation of the government's image needs scientific, reasonable and feasible evaluation scales. The proposal of the government image evaluation index system is a new attempt to establish scientific, reasonable and feasible government's image evaluation scales.Firstly, the essential of the government image evaluation lies in the benefits that "government entity" brings people, which includes such as the government value, conduct and achievement, etc. "Benefits" is the need of acquiring social contents and properties based on a certain production foundation, and has various self-contradict characteristics, such as the self-realization request and the social-realization path, the form subjectivity and the content objectivity, and the concrete finiteness and the development infmiteness, etc. Because of the various contradict restrictions, the government image evaluation taking benefits as the aim represents these characteristics of conditionality, movability and dynamic expansibility, thereby providing conditions for the establishment of the government image evaluation index system.Secondly, "government entity" is the basic of the government image, whereas the government image is the motile reflection of " government entity " . "government entity "is a complicated element system including value-target system, structure-function system, program-running system, environment system and output-actual effect system, which these systems contact mutually. Because of the various contradictions restrictions of benefits, people cannot exhaustively assess every element of "government entity" and just choose some pivotal, synthetical and coverall elements as the guidelines of the government image evaluation. The author views that the government image evaluation index system mainly consists of the government value index system, government conduct index system and government achievement index system.Thirdly, Based on its complexity, the government image evaluation index system needs appropriate evaluation tools. The fuzzy comprehensive evaluation method makes use of the fuzzy set theory to assess and is extensively applied to evaluate the social economy system and engineering technique. The application of the fuzzy comprehensive evaluation provides a feasible technical tool for the government image evaluation.Finally, based on the theoretical foundation of the government image evaluation index system, the thesis, taking Chengzhou as the individual case, establishes the evaluation guideline from the following three aspects: the government value, the government conduct and the government achievement. According to the investigation results, the thesis analyses the relativity of the theory and practice of the government image evaluation index system and puts forward the prospects.
