A Study On Government Anomie Behavior In Farmland Transferring During Urbanization

Farmland Transferring during Urbanization(hereinafter to be referred as FTDU), farmland transferring into construction land,is inevitable in development of modern society.FTDU in China is not just about resource allocation,but more concerned about China's goals of achieving industrialization,urbanization,and modernization on the whole.To meet these goals,protect farmland resources,settle the issue of Food Safety, protect the peasants' basic rights and guarantee their basic living standards,further to maintain social stability and boost the legality of government behavior,FTDU in China must be done by displaying government's leading role in unified requisition.In reality, however,behavior anomie by government caused large amounts of social conflicts; therefore,to achieve standard practice on government behavior is of great significance. This study focuses on behavior anomie that exist among government behavior in FTDU, and the reasons behind;combined with overseas experience in this field,the author tries to put forward suggestions in policy making to achieve standard practice,hoping to provide reference to the objective of perfecting government behavior and maintaining FTDU in scientific order.This thesis consists of four parts:The first part is introduction,mainly introducing research value and research objective;the research status at home and abroad;research method and research approach;originality and possible shortcomings.By introducing the concept of FTDU,the second part deals with the objective and approach of FTDU.Being the key part of this study,the third part illustrates kinds of exercises of behavior anomie in FTDU,and the reasons behind,by using relevant theories of government behavior.Then,listing out hazards of government behavior,the author paves a way to summarizing in the next part.Based on the successful experience in this field at home and abroad,the fourth part tries to put forward suggestions to achieve standard exercise in government behavior.Possible originality and peculiarity are as following: Firstly,this study focuses on the weak link in FTDU,and take behavior anomie as study object and research its impact on FTDU,to which few scholars have paid attention.Secondly,this study makes a systematic analysis of behavior anomie,to which the issue of farmland closely related.Attempts are made to make a systematic and comprehensive analysis of exercises of behavior anomie and series of problems caused by behavior anomie.The shortcomings lies with the fact that the suggestions in the fourth are put forward part through multi-dimension analysis,their rationality and feasibility are,however,yet to be proved.
