The great order across the land cannot be achieved without laws; and the laws cannot be implemented without executive persons. It is a changing era with economy developing, society advancing and concept varying. More demand to the government in public administration filed has already been posed by the ever-developing political, economic and social structure. Public servants are the executors of the government and their personal capabilities and qualities are crucial for the realization of government function. Therefore, a system of selecting public servants through examination has been established by Public Service Law in many countries. To be a qualified public servant, various requirements have been stipulated in the selecting system, including necessary physical requirements.The right to be a public servant is part of the basic constitutional right to govern our country and society. In a sense, health requirement is a limit to citizens' basic rights; it cannot be restricted except for significant public interests and must be constitutional and reasonable. However, there are many problems of physical requirements in our public servant selection, such as without unified standards, over-broad examination items, over-strict examination standards and so on. It is the unreasonable restriction on physical condition that leads a lot of qualified candidates, who have passed entrance examination, to be knocked out for failure to meet certain physical standard and thus making the national examination work inefficiently.
