The examination-employment for civil servant is an important way to select outstanding appropriate person to civil service through examination and assessment. And it is used to improve the overall quality of the civil service, strengthen national administrative efficiency, and carry out the change of role and function of the government. The exam evaluation system consists of written examination and interview, written test has administrative professional ability test and essay-type examination, interview adopts structured interview. Therefore, the civil service entrance examination is not only a subject of academic research, but also is a hot social topic. At present, the majority scholars have studied the civil service recruitment examination in China remain in the theory of civil service examination system, a small number of scholars yet have studied the reliability and validity of the single subject test, but the civil service examination to be appointed on the effectiveness of evaluation system studies are rare. Therefore, this article studies the effectiveness of the civil service exam evaluation system in Hunan province, relies on the theory of talent evaluation, from the perspective of competence.The research in this thesis summaries the achievements of foreign and domestic research about competence, combined with the specific circumstances of the civil service in Hunan Province, then design questionnaire measuring civil servant competence, and the participants for this investigation are who employed in 2008 and 2009. On the survey data using principal component analysis method, proposing the main factors that can reflect the competence level and calculating the overall level of competence, then analyze the relationship between comprehensive level of competence .The results show that exam evaluation system in Hunan Province is general effective, administrative professional ability test and essay-type examination is more scientific. However, the interview test can not achieve the purpose of exam, this may be due to the limitations of the interview measurement methods, that objectivity is not strong.
