The Research On Government Role On Promoting Service Industry Development Of Chengyang Government

Today,the service e industry of the developed countries is having a new high development,which indicates that the world is getting into an era of service economy.In the Last Decades of years,the economy of China has developed by leaps and bounds,but the progress of the service industry is unsatisfactory.The whole level of service industry is still very low,the percentage of service industry in GDP and the percentage of the workforce of service industry in all workforces are still very small because of Lack of understanding of the traditional concept towards service industry, inadequate investment in infrastructure,slow Market-oriented process and Poor market conditions.Under the circumstances,"Several Opinions of the State Council of the People's Republic of China,on Speeding up the Development of Service Industry" was worked out by the State Council of the People's Republic of China to promote the whole development of service industry,requires local governments to develop specific policies and measures of the service industry.Analyzing the role of government in service industry,objectively evaluating the past policies to make reasonable measures for the promotion service industry are conducive to the healthy development of the service industry in Chengyang and other districts.The paper uses the empirical research methods and analysis of public policy framework,integrating theory with practice,combining qualitative and quantitative and systematically analyzes the problems in the development of the service of district government.Chengyang District Government attaches great improvement to the development of service industry,since the area has been built in 1994,the service industry has achieved rapid development,but there are also problems such as:economic output in the service industry accounts for always on the low side,the service industry lags behind in development compared to other districts,and modern service industry can not keep up the pace of development in traditional service industries.The service industry has made great achievements in Chengyang through business planning,preferential policies,service industry evaluation and investment promotion.The percent of service sector of GDP from 15.6 percent in 1994 grows to 28.6 percent in 2005.However,because of the unclear role on service industry of the district government,the policy-making takes the same way of the manufacturing sector and the government blind pursuits the pace of development,there are problems in planning,preferential policies and introduction of the project.Private investment enthusiasm failed to fully tap,and also caused wasteful finance. That is to say,the human and material resources have not achieved the desired results.Through the above analysis,the paper has the idea that as the ruler-maker of Market economy,the government develops the service industry policy to compensate for "market failure".As a government,it should conform to the law of development of the service sector,rational plan and guide the improvement and provide a good external environment in the improvement of service industry.In order to promote the sustained and healthy development of the service sector,the government should:correctly understand the law of development of the service industry and change the old mode of evaluation; develop specific policies in accordance with the nature of the different requirements of the service sector,step up the investment of government to protect basic public services;scientific planning,reasonable guide the coordinated development;transform government functions to provide a good environment for development;promote trade associations and the development of intermediary service organizations and change the investment ideas to encourage private investment in the service industry.
